Land Management Program Manager

Position statement

To conduct the Program Management and Program Development function in relation to the delivery of Land Management services across the APY Lands S.A. including, but not limited to Indigenous Protected Areas and Working on Country (Warru) programs.

Land Management Program Manager must manage the team’s administration, time sheets, budgets and daily work plans.

Responsible to

Responsible to the General Manager and the Director of Administration.

Award Classification  

$ 80,000 to $ 95,000

Essential Requirements

  • Degree or equivalent in Land Management and or extensive experience
  • Demonstrated experience in managing, supporting and directing a Land management conservation team in a remote setting;
  • Demonstrated experience in fieldwork and with Indigenous people in arid zones;
  • Demonstrated ability to manage complex projects within budget and agreed time frames;
  • Demonstrated ability to work successfully in a cross-cultural and complex social environment, including ability to facilitate conflict to an agreed outcome;
  • Flexibility to undertake fieldwork and ability to work under pressure.
  • Demonstrated experience with managing logistical in a remote setting;
  • Excellent interpersonal, communication skills, both written and oral, and the ability to provide strategic project assessments with practical outcomes;
  • A good knowledge of the following legislation and other legislation that may impact on Aboriginal people in the APY Lands;
  • Anangu Pitjantjatjara Yankunytjatjara Land Rights Act.
  • Current unrestricted Drivers License.


  • Knowledge of Western Desert ethnography and society;
  • Demonstrate an understanding of community development principles and how community development can be applied in cross-cultural settings;
  • 4wd experience – understanding of the Australian bush and associated dangers;
  • Knowledge and experience land management in Arid Zones, site conservation and heritage management;
  • Experience with Geographical Information Systems and an understanding of data management practices;
  • Aboriginal Heritage Act 1988 (SA);
  • Aboriginal and Torres Strait Islander Heritage and Protection Act 1984

Role and Responsibility

Oversee the development of an effective Land Management program design, with particular focus on:

  • Managing the balance between Anangu community requirement, traditional Ecological knowledge and western land management practices;
  • Ensure a safe working environment for all Land Management activities including; adherence to all Occupational Health and Safety policies and procedures identification and monitoring of suitable risk-management strategies, organisation of staff training in occupational Health and Safety;
  • Oversee the preparation, implementation and reporting of annual project plans and budgets in consultation with the Manager for Stakeholder Engagement;
  • Co-ordinate effective response to the infrastructure, plant and equipment needs of the Land Management program;
  • Oversee and provide day to day management to project staff, including and provide a high level of personal and professional staff support;
  • Engaging, mentoring and supporting staff and community members in all aspects of the Land Management and conservation business.
  • Develop and maintain effective working relationships with Traditional Owners and ensure that members and interested Aboriginal community organisations are kept fully informed regarding the activities of the Land Management team.
  • Develop partnerships and network consistent with the APY Strategic Plan, including representing the organisation at project level with government and-government agencies, individuals and commercial interests.
  • Ensure and maintain effective liaison with other Program Managers within the Anangu Pitjantjatjara Yankunytjatjara organisation where land management program overlap with other APY programs.


The Land Management Program Manager is accountable to the General Manager and the Director of Administration.

  • Land Management Program Manager is accountable for all land management staffs strict adherence to all APY policies and procedures, including the APY code of conduct.
  • In consultation with the Manager for Stakeholder Engagement, adhere to expenditure and reporting requirements of funding Agreements in conjunction with the Manager of Stakeholder Engagement.
  • Assist the Manager for Stakeholder Engagement in the preparation of grant applications and submissions for APY Land Management.
  • The Land Management Program Manager is accountable for the planning development and management of activities, consultation with land management Coordinators and Rangers and the efficient deployment consultation services
  • The Manager for Anthropology is responsible for Management of the APY IPA’s and endangered species programs in line with the APY land Rights Act.


  • You must be aware of and comply with the APY Financial delegation schedule. You will be required to successfully complete the Financial Manual Training;
  • You have no identified delegation under the APY Land Rights Act, 1981.

Qualifications, Education and Experience

  • Degree or equivalent in Land Management and or extensive experience;
  • Demonstrated experience in managing, supporting and directing a multicultural team;
  • Experienced managing and working with Remote English Second Language Aboriginal people.
